Philippine Tax Congress: A Dialogue on Tax Reform for Inclusive Growth

The last comprehensive tax reform in the Philippines happened thirty years ago and there were several attempts to improve the current tax system. Now that there’s a new administration, there is an opportunity to pass and implement a meaningful tax reform with all the stakeholders included in the process. This triggered the initiative from the consensus building group on fiscal reform to organize a forum entitled “Dialogue on Tax Reform for Inclusive Growth” held last September 28, 2016 at the Makati AB Function Room, Makati Shangri-La Hotel, Makati City. The USAID-FPI partnered with the Center for Strategic Reforms of the Philippines (CSR) in cooperation with the Integrity Initiative, Go Negosyo, and Association of Filipino Franchisers Inc., to organize the Philippine Tax Congress as part of the consensus building process for an open discussion between the government and private sector on the proposed Comprehensive Tax Reform Package of the Department of Finance (DOF). After DOF’s presentation of the Comprehensive Tax Reform Proposal, the private sector had the chance to give their reaction and recommendations representing their organizations for DOF’s consideration. During the Dialogue, each of the invited panelist such as DOF Secretary Sonny Dominguez, Senator Bam Aquino, Senator Sonny Angara, Congressman Miro Quimbo and Congressman Daks Cua, gave their commitment to push for a genuine and meaningful tax reform for inclusive growth. The event was culminated by the signing the Pledge of Support between the government and the business organizations and industry leaders who are committed to promote a culture of honesty and integrity. This commitment of Support was officially submitted to Finance Secretary Sonny Dominguez to show the private sector’s commitment for a simple, fair and efficient and tax system which will promote inclusive growth and ultimately benefit the businesses sector and the country, especially the SMEs.
